4 months and my problem has not been finalized!!

In Sept 2012 I received an upgrade from Autopage. From that date till today, I have had 3 new phones, a new SIM Card a visit by Vodacom to check the signal in my area and more promises than are worth mentioning that my proplem will be solved.
The problem is basically that my phone does not receive calls, nor can I receive or send SMS's from work place situated in JHB CBD. As far as I am concerned, I pay a monthly fee to Autopage for the telephone, the service and the usage of my cell phone. I have never defaulted on my payments but my service provider has never given me a full service from inception. On this basis, I feel they are in breach of contract and I am at my wit's end as to how this problem will be resolved.
Other people come into my place of work with other phones and different networks and they do not experience the same problem as I am so obviously it is a network problem and not a signal problem. I am not technical and I have no idea why this problem is persisting but I do expect my service provider who is technical to sort out my problem as a matter of urgency.
