Cant supply a connection

I applied for a telkom connection 5 years ago already!!
Since then they have just repeatedly said that there is no infrastructure.
My whole area (Modelpark x8) has been fully developed for the past 4 years.
The neigbours across the street where the old houses end has lines. I can physically see the pole from my house.
I struggle to get credit since I dont have a landline and we have terrible 3g reception.
I want to make use of asdl and the other telkom benefits.
