Bad service Cell C concening Cell C wifi-route

In June, 2013, I bought an expensive Cell C wifi-router for my house with 100 GB data. From June - Sep it worked reasonable. From October, the deception was very slow.
The problem was, they told me, that Cell C was updating the tower software and this would last until the end of Oct. On 1 Nov. I went back to the shop and they could not do anything, he said very annoying, while I am a customer with a real problem. The man gave me a non-existing number of the helpdesk. I found out and called Cell C: Ref.no. 311.010.4530. Last Wednesday a techno came to my house for measurement (I live in Bryanston). He would call me back on Friday. In the weekend, it looks like the reception was a bit better but still not really sufficient. I called the helpdesk this afternoon again, and they told me that they have optimized my reception but for a better result I have to wait until the end of November.
Can they do that so easily? Not informing customers about decrease in their performance and not giving any solution? It is so disappointing. I need my internet connection for working from home and for my contact with family and friends in the NL. Is there anything Hellopeter is willing to do for me?
