I got a contract phone with Vodacom (A decision I'm quickly starting to regret).

In May 2013 my Sim Card was and I phoned Vodacom to block it. My debit order from then obviously didn't include calls, so I knew exactly how much I paid every month. Imagine my shock when my latest debit order went off and it was over by more than R600. I have called the customer service centre numerous times and have even gone to one of their branches to find out what is going on and I am being told that it is my fault because I didn't do a sim swap. I fail to understand that because for the mere fact that I didn't do a sim swap, the sim card should have remained inactive. I am asking these questions:
o On whose authority was the sim card re-opened?
o Why is nobody sending me the itemised billing that I have been requesting?
o The person who my sim card obviously couldn't use it when I had blocked it, so how on earth did this person know that Vodacom has re-opened the sim card after all these months?

I am being sent from pillar to post, I speak to so many different people and none of them are being helpful. I have a good mind of closing the contract and changing to a different
