Phone pole falling down

Our phone pole in our garden is rotten, and is falling down and the phone cables keep landing on the electric fence. We have reported this 15 times since last year December!
A technician has come out 5 times, agrees the pole is falling and needs replacing, puts through an order to their works department, and closes the case. I have in excess of 10 reference numbers, and every time we phone they either can't find reference number, or on their system the case is closed. I have now been sitting waiting for operator for 40 minutes to cancel telkom! I escalated this 2 weeks ago and still no joy. Telkom is incompetent and useless and their reference numbers are a waste of time.
