No sms roaming

Esides the fact that I have constant dropped calls an poor call quality, i learnt on friday that cell c does not have sms international roaming. why not? i am also not able to set a account limit "as it might not work" terrible services that I am pay 1st world rates for... cant wait for my contract to expire...
