Slowest Internet Speed Eve

I took a contract with Vodacom for a blackberry 9300 because they advised me it was the best option because it would help in schooling and it's 3G function will allow fast internet speeds. For the past couple of months my internet has been a nightmare, small pdf files take forever to download, internet browsing has become really really slow and I'm talking about download speeds of 2-4 kbps (do you know how long it will take to make just a mb?). It's has if internet don't exist at all on this phone.By the way my 24 month contract does include Bis. My family has done over 4 contracts with your'l but this time we are not happy. Always been a Vodacom fan and still am, please just help me out. I appreciate any help :)
