Incoming calls go straight to voicemail

Most of my incoming calls goes straight to voicemail. I then recieve a missedcall sms.
If I try to make a call I get a message on my phone that says call failed. What is the use of having a mobile phone if I cant even make or recieve calls? This is not what I am paying for! This is n breach of contract!
