Cant get a landline in Honeydew

I have been in a complex in Honeydew for 4 years, and have requested a land line several times. On each occasion Telkom says that it will only provide a link to a complex after it get a certain number of requests. However people dont request because there is no landlines. Its a catch 22. The complex is over 5 years old and residents have had to subscribe to wireless services for their internet etc. Recently read that Telkom is experiencing drop off in ADSL demand. Guess my story explains why
