Virgin Mobile cant deliver on promises

I was contacted by Virgin Mobile at the beginning of August (about 4 weeks ago) to renew my contract with them. I confirmed all the details telephonically, which i was happy to do since Virgin Mobile stores are few and far between. I was told that my new contract would start the beginning of Sept but that my phone would arrive within 7-10 working days. It is now 4 weeks later and I have heard nothing about my new phone, dispite an online query logged a week ago, but today I find my new contract has kicked in, I.E. I have been billed for the new contract, and for some reason my BIS is not working, but paid for, so I cannot BBM, Whatsapp, browse, email etc from my phone, and now am limited to free 30 sms, when I previously had 1000 (which would be fine if my bbm & whatsapp were working).
Upon discovering this I called the customer care line this morning to enquire as to where my new phone is that I am already paying for. I was told that it would be investigated and I would have feedback between 11 and 12. It is now after 12 and once again they have not delivered on their promise. I still dont know where my phone is, or when I will be recieving it. This is completely unacceptable.
