ADSL Issues

I would like to complain about my adsl line quality.

Telkom has installed a new MSAN near my residence and I would like to be relocated to that as I ahve continous issues with my current connection in the winter it is not as bad but it is now almost spring and as soon as it starts raining our exchange goes down. all I would like is for my line to be moved to the new exchange it is about 600m from my house I can't see why this is such an issue
