Poor Internet

How is it that I have full H reception on my device but no connection? I will have internet connection for 5 minutes and then it will just dropped to zero connectivity. I am paying for this service, so the way I see it is that I'm paying for nothing. I live in Noordwyk Midrand and the same problem resides there.
