Refusing to refund me

On the 28th of June 2013, I made a cash payment into my contract account of R250, Cell c then debited another R250 on the 29/06/2013. I called and sent them an email requesting a refund of R250, I received a response from Thabo Mokgobu stating that I will not be refunded as the R250 paid extra will be allocated for this months bill. Fair enough, however my monthly instalment is R150 and not R250, so what about the R100, why can I not be refunded that R100 as my contract is expiring this month anyway.
