Poor response time and poor service

Reported a line fault on Tuesday 02/07/2013 received an SMS with a reference number 634CWK020713 and since then no further action. My ADSL is now also giving problems. At one time I used to get speeds of up to 4Mb/s now I am lucky to get 1Mb/s and the response is cable quality and or distance from exchange (these have not changed) The muizenberg exchange is also meant to offer 10Mb/s, so why am I paying for a premium service and yet am receiving the equivalent to the bottom of the range speeds?
