Volthan doesn't deliver on promises

My ISP, Volthan, has been limiting my account and pretending that it doesn't originate from them. I have raised the issue with them more than once to no avail. Now it has gotten so bad that I can't access some web sites, which I was able to access not long ago.
Another thing is their pricing, it is way above the industry standard. When I joined them I was told that the line would be upgraded to a 1Mbps within 3-6 months. I am still running a 512Kbps almost 3 years later, but if you look at what I am paying and what the industry standard is, I am being overcharged.
They also do not get back to you on questions and issues, they just leave you hanging.
Every time there is a problem, I get the message that nothing has changed on their side, I must look at my set up. I do not have access to make the changes, and if I did, is she implying that I am so stupid to make the changes and then complain to them about it?
