No service, no phone line, no ADSL but I get billed

I applied over the phone for a Telkom line and ADSL about 2 months ago. After hearing nothing I phoned to ask what was going on. I was told there were no lines available and that I would probably get a line in 2014. I have now received a bill for subscription services for R298!

Unbelievable! So Telkom, shall I just pay you through to 2014? You provide nothing but I pay!
