Billed for non delivery of Telephone line

I recently moved to a new place and I requested for my land line to be moved to the new place. I received confirmation from Telkom stating that a Technician has been assigned to do the installation on the 29th April 2013. On the 28th A pril, I also received a courtesy call confirming the appointment.(That was the last time I heard from Telkom.). A week later I phoned the 10210 number to enquire about the installation and I was told that Technician put a note saying that the services could not be installed as the area was new and had no cables. Its now going for the second month and nobody from Telkom can tell me on how long its going to take to fix my line.
I got a shock of my life when my a cheque account was debited with an amount of R350 for the monthly telephone rental for the month of May/June. I have been phoning on numerous occasion to have the funds reversed as I cannot be paying for services that I am not using. Its a mission to get a concrete answer for the call centre as I have been transferred from Accounts to New services department. Till today I am STILL WAITING FOR AN ANSWER as to how long its going to take to have this line. CAN SOMEONE IN TELKOM ASSIST ME.
