Second hand IPAD Mini supplied with new contract

I received my IPAD Mini 16G WITH 2GB data today only to find the following:
1. IPAD Box was dirty with only Nashuamobile seals on. Not plastic covering no Apple seal.
2. NO screen cover to protect the screen
AND THE BEST OF ALL
3. A Cell C sim card already in the ipad mini - I got a MTN package!!!
This is a second hand IPAD Mini which has been distributed to me! Im disgusted!!

I have cancelled the contract and I better not be billed for the appauling service and second hand equipment.

I do expect an explaination and want a call regarding this.
