Still only promises after a yea

They promise us to redesign a new web-site. Unlimited pages In the 4 week after we have paid them nothing has happen. The website was still the same as the demo that they have shown us, accept for the changes that I have made with Francois. When I asked them when the would complete my website they stated that maybe I asked to much for the R2500 that they have charge me. But before we paid them Francois Bester said that he will do the website with exactly the amount of pages that we want. After about a week Francois did not return my mails and when I finally send the mail to Eduard Marais, he send me a charter that was not given to us before we sign the contract. He also stated that the money is non refundable.
What I do not understand is that they have first broken the contract and I did not broke the contract. Then the money should be refunded as the can not or will not do what they have promise.
AND STILL AFTER A YEAR I HAVE NOT RECIEVED THE MONEY BACK THEY PROMISE TO PAY ME BACK OVER A 12MONT PERIOD.
