Insurance and no itc number

Ive been in armed in november. been to autopage carnival numerous times to sort out my stuff. aparantly blacklisted my phone. still havent received itc number to say phone was blacklisted. but when i went back to find out whats going on. The guy told me they arent paying my phone since there was another number in my phone. had insurance. How would they know if u havent received itc number
when upgraded signed form to say i dont want insurance because of previous problem now i see on account insurance are on bill. gave them my new id to change my details. still not done.
