If you find people busy with equipment or standing next to it, the polite and humane thing to do is ask them if they are still busy. Surely, you will get a Nay or Yay response and it's by then that you can go on with your business. Personal Trainers at Watermeyer Virgin active think they own the whole facility. The last time I checked, Richard Branson was the one and only owner. They take up the whole stretching mat doing their thing with their clients - now where the heck are we supposed to do our stretches??? Mind do, we also are paying customers.

Management must really manage them - we are all there to exercise and must respect one another.
