Short changed on parking ticket machine

I visited Centurion Mall on Friday evening, 26th April. Upon leaving just after 8pm I went to pay for my parking, which came to R10. I inserted R50 into the machine and received R20 change and the machine displayed 'R20 withheld'. I pushed the help button and explained what happened and they confirmed that somebody was on their way to assist. After waiting for nearly 15 minutes nobody arrived and I decided to leave before my ticket expired and I had to pay again. Surely it is not that difficult to walk a few hundred meters to bring me my change?
