Withdraws from Contract without valid reasons

Myself and my fiance appointed a structural engineer last year for our new dwelling. He provided us with a quote and we accepted. Our project will be bonded by the bank and they require documents from the engineer which he has provided to us. During the progress we are required to submit approved plans to the muncipality in which he also has signed and we paid him for.

We are now on site and require his services and input, but now he is subsequently not taking our calls and threatening to withdarw from the project without providing valid reason. The contractor has excavated on site and urgently needs the engineer's retaining wall drawings as our neighbours house is reliant on this retaining wall. we are facing huge problems if the engineer does not step in immediately.

Now, we are at a critical stage where we need his help.
