Cockroach around the wine shelf

Tonight we went shopping and looking for specific wine I noticed a Cockroach walking around the wine rack. This store not so long ago had a rat problem. Now it is cockroaches not being shy so it would be a bigger problem than just one. I took a photo and brought it to the sales manager attention who apologized embarrassingly and stated that they would have to get pest control in. I ask the question - why does it take a customer to highlight the issues. Is there not a process in place to ensure pest control takes place on a regular basis?
