Refuse to sell stock??!!!

I was at the counter about to purchase a dress, there was no tag on this one and was then told it was old stock, therefore not allowed to buy it. It was on the floor however and there were many dresses exactly the same, just not another xs. Then in addition I asked to try on the last dress that was in the window display and was told I wasn't allowed to because it was the last dress. I am concerned that I am unable to purchase stock in my size that is on the floor, but I am 'allowed' to purchase the same as longer as it is a bigger size.
