Staff refuse to open store

This morning, while in quite a hurry, I wanted to pass by the totalsports Upington branch. It was round about 8:45, and knowing that their trading hours are from 8:30 till 17:00 was shocked to find the shop still closed. I knocked and a half stunned staff member just shrugged at me, I knocked again, pointed to their opening hours pamphlet and my watch, the " floor manager" then walked to the door and said that they are still setting up shop and wont open the shop till 9 o clock. I would just like to enquire if this is normal practice for totalsport staff members?
