Claims "Free Shipping" but charges for customs

I purchased a pair of glasses frames from Smartbuyglasses and became concerned when I had not received them after 10 days. I went onto the Skynet website which indicated i needed to contact my local skynet office. I did so but they had no idea of my package and could not tell my why my package could not be released from Jan Smuts in Johannesburg. I received and email from Smartbuyglasses asking if i was enjoying my purchase and i then alerted them i had not received my purchase as of yet. I then received a a bill from Skynet indicating that i needed to now pay customs after Smartbuyglasses had stated their final total for my purchase and claimed i would receive free shipping. I tried numerous times to contact the company for explanation of this customs charge but to no avail, as there is only an email address and no number to contact on their online site. In desperation i paid the customs charge and received my glasses. Smartbuyglasses have not responded at all to my enquiries and i am very unsatisfied with their services.
