Normally out of stock

I have noticed a trend with this shop in particular and it's getting irritating now. They advertise specials, but when one visits the shop they are miraculously 'out of stock'. In their latest advertising brochure they have Parmalat cheese marked on special for R57.99 for an 850g block. Usually we pay around R72.99, so off I go to buy 3. Get there only to find the shelf bare. I ask for a manager and a guy arrives telling me the supplier didn't have stock. Yes, blame the supplier AGAIN like you always do. Isn't it the PERISHABLE MANAGER'S duty to ensure stock availability when specials are upcoming? I can add it's not the 1st, 2nd or 3rd time they've had specials and have been 'out of stock' when the special starts. 3 weeks ago I had to return bacon that's gone off in their fridges. Then there's the constant incorrect pricing or pricing that's not even there. And when Milo had a special, buy a tin and get a chocolate free of charge, guess what? They were out of stock on the chocolates. What's going on in this shop?
