Waiting forever at the elevato

I parked this morning on the lowest level of the mandela square parking. We were waiting at the lifts for a long time with a baby and a pram. The lifts came down 3 times but we could not get in because they were full. Workmen setting up for some arts fare were transporting their large equipement in the elevators. These equipment took up so much space that we could not get in with the pram. They were getting in at a higher level and riding down even though they were actually going up. Why did they not wait for the elevator to go up? Why did they not use a service elevator?
