What is customer service

I walked In Shoprite in malvern to buy some stuff, when I get to the till at 11:08 I found a cashier and another lady without a name badge in front of her till, as I was buying she was standing there talking to her colleague so I asked her to pack my stuff in a plastic bag, she refused and went to stand to another till point next to her supervisor Marry. It irritated me because she is standing next to her superior doing nothing. So I asked Mary the supervisor, what kind of customers who get assistance from till Packer because your till Packer just refused to pack my stuff? Her 1st answer the lady she is not a till Packer and they only Pack for customers with big trolleys. I packed my stuff and leave the store, after 20 minutes at 11:29 I went back to buy something only to find the same lady that Marry claims she is not a till packer packing for another customer with even less products as compared to what I bought before.

So I don't know whether is she a packer for special customers and when a small boy like me walks in she is no longer a packer because we are of almost same age/same peer. Or is that what you call service in Shoprite?
