My Stand Rezoning frustrations

I asked M Plan Zone (who in turn appointed Econ Solution Business Consultants) to handle the rezoning of my stand in S.E. 3 Vanderbijlpark from "Res 1" 30% Coverage to "Res 1" 50% coverage and the relaxation of building line from 5m to 1m, the request was made on the 3rd June 2013, the processing had been going at a very slow pace despite my timely payments and constant requests to have this process sped up a bit. Since the beginning of this year my request have been standing still and the owner is now not answering my calls and not responding to my sms. The municipality has also requested some documents from him (in November 2013) in order to complete my application, he has not sent the requested documents and some corrected document. This has left my application hanging and me and my family frustrated as we have sacrificed to pay his fees and he is now avoiding any contact with us.
