Returning of purchased goods

My mother purchased a Nokia 111 on the 31 of December at Jabulani Mall Sportscene. Now we realised that we do not need the phone, without using the phone we kindly returned it to the shop, with the phone still in the box and she also had a till slip. But a gentleman, who did not disclose his name, refused and was adamant that the phone could not be returned. According to the CPA act, there is no such thing, and sportscene should have adhered and accepted the phone for a cash refund to my Mother. Please help. Mohau Moloke
