Pre-approved account declined in store

I received a Foshini card in the mail, saying that I'd been pre-approved for an account, all I had to do was go into a store to activate the card. On Saturday 16 November I went to the Cresta Foshini and was told to speak to a consultant on the phone in order to capture all my income and expense details. After providing all my details to the lady on the phone, she told me the account was approved and asked to speak to the store employee. I gave the phone back to the lady in store, who then spoke to the consultant and after that the store employee told me that the account was actually declined due to "some block at the credit bureau". The store employee would not give me any more info than that. I told her that I have access to both my Transunion and Experian credit reports, I check them regularly, and I know for a fact that my credit profile is clear. The store employee said there was nothing she could do and advised me to phone Transunion. I then phoned Transunion who verified that there is no damning information on my credit profile. So why did you pre-approve me for an account only to decline me for no good reason? I am very disappointed in your shoddy and unprofessional service
