Non Delivery and poor service

TM Town planning were commissioned to submit an application for a 2nd dwelling and later a relation of a building line through the formal channels within Building Control at JHB City Council. He was very fast to invoice and did actually start the process and he did all the advertising for the 2nd dwelling. Thereafter he stopped communicating and did not continue with the services set out in his fee proposal. The process was started over 1 year ago and he has not stopped all communication. He has literally taken the fees and not delivered on the services promised.
