Pick & Pay 10th year out if stock promotion!!!

Liberty promenade pick & pay having a 10th birthday promotion on selected items. First Choice long life milk 2 x 6 pack for R100
Working in Canak walk I figured I would buy this item as its a bargain.
To no surprise as this is not the first time it happened they had no stock of this item but the promotional sign is hanging on an empty shelf.
I actaully took some photo's as proof.
Please can somebody please explain why this specific Pick & Pay can never seem to get it right.
Why could they not have reduced the price of the single 1litre cartons to R8.33 so that the consumers still gets the specail as advertised. Please make some kind of plan this empty shelves is not found in any other stores but in Mitchell's plain its almost as if its a normality.
