New service level: 'The cashier is always right'

In a hurry to get fruit for a special dietary requirement for a delegate at a workshop lunch which our office is hosting, and needing to draw money to pay the caterer, I stood in a queue (2 people in front of me) at a normal till. The cashier replied that she does not have enough money, and shouted a request to another cashier at the 'Baskets only' till. Here I was told by the cashier and packer, to get in the queue again - and as there was only 1 of these tills open, there were 4 people in the queue.
I went to the office, and Lucky Mathe came out to help me. However, it turns out that Lucky listens to his packers and is not interested in helping customers at all. I explained to him that I already stood in a queue, and that the solution is that a supervisor can get cash from another till without the customer being inconvenienced and having to wait again; he told me that the cashier and the packer is complaining and that I HAVE to stand int the queue again and wait.
Clearly there has been no service training here! Worse even is that while walking out; another customer (a black lady) approached me and said they did exactly the same to her on a previous occasion!!
