FALSE RICA NAME ON BRAND NEW SIM CARD IN JET STORE

I bought starter pack, at JET - NORTHGATE which had the pink sticker of 8TA'S PROMOTION of free airtime.
I went to the cashier at Jet mart Norrthgate to RICA IT, I had already bought R100 AIRTIME AND R150 airtime.
later, as i recharged, tried to make a call, I realized that it took airtime from my R100, no free airtime was loaded!

I called 8 TA, and to my shock, they said, a BRAND NEW SIM CARD, belonged to someone else! How possible is that, as it was brand new,???

The cashier RICA D it, I went back to complain, they asked me to come again, I returned, they asked me to come back again. The STARTER PACK is only 49 cents, I cannot spend so much for them to solve this problem they had caused.

I need feedback that I have been RICA D, Is it legal for them to sell sim cards belonging to other people???
