Poor service

I order something from HOME. CHOICE 2 weeks back, they never deliver.then I call them the lady I spoke to tell me that it takes 2 -6 weeks for them to deliver, to my suprised when I arrive at home I found a mail they already sent me a statement to pay, then the next day I call an asked how can I pay for something that I don't have.the check on the system and tell me that they already delivered my parcel my brother signed for it, I ask what brother cause I don't have a brother.they said I must go to police station and make affidavit and fax to them and I did that, then I call to found if they found my fax they told me to call after 3 days cause it took them 3 days to receive fax then they will investigate. I don't know if I must pay the instalment cause is almost month-end I am frustrated."HELP".
