Who is responsible .?

I have been buying at EDGARS since 1980, but this is how my experienced went yesterday at the PAROW CENTRE BRANCH.
Men's shoe dept- 1 assistant- 4 customers
Pay point - NO ASSISTANTS.
Pay point / Goods returned -1 assistant - 7 customers.
Who is responsible for the allocation of staff, especially on a Sunday.?? The Store Manager? well she is doing a TERRIBLE job.. I was absolutely astonished by the lack of interest shown by the staff in this store., not to mention that the air was working... again...
I can remember EDGAR STORES in the 80' early 90's, it was such a pleasure to shop there.. now a days I try to avoid going into any of their branches..they are all so lazy and really have no interest in their customers. What a pity, as we are the people who keep the store going and pay their salaries.
