What is a managers role?

The cashier forgot to remove the systematic tag from the items I bought from the store. The security personnel couldn't assist and asked me to go back to the till but due to the queues being long I opted to call the Manager to report the service. I dialled the number 5 TIMES to NO AVAIL. I then went to Customer Service to see if there were any Managers in the store. Phumlani came through and said he will escalate the matter to the 1st floor manager. When asked why the phone was ringing unattended he sai the phone is fine and there was nothing wrong with their lines. I dialled the number in front of him and it still rang off the hook. Why leave one pregnant cashier around lunch time to work alone? Why have a store contact number on the till slip if no one attends to calls? Does Phumlani understand his role as a manager?
