Cost of lost parking ticket unjustifiable!

Lost ticket, R30-00. How is this justified? I had to fill in the scruffy school book with my details, they took the money, no longer than issuing the "free" parking ticket? Then to make matters worse the R30 ticket didn't work to let me out, should have done what the lady in front of me did, talked her way out!
