Nonpayment of full settlement in labour case

In June 2012 I was unfairly retrenchment. Mr Hearn owner of Advanced Labour Solutions in Cape Town negotiated a settlement with the employer. An sum of money's agreed to as settlement which would be paid into Mr Hearn's Trust account for disbursement to me. When Mr Hearn agreed tohandle this case agreed to a feel 10% othe total settlement as his freeform these On 29 April 2013 the full amounts paid to Mr Hearn In March he gave me a portion of the amount outstanding.? n the e 09 May he gave me a post-dated cheque for payment on23 May on23 May he asked me not to bank the cheque as the funds are not cleared to pay out the funds to me. Three he was still stalling and saying don't bank the cheque yet. After I asked him day in and day out for my money he said I am angering humans no he will charge me another 800 rand for drawing up settlement agreement. He then made another small payment and to date I am waiting for the balance of payment I have called on office phone, his cellphone andsmshim as whatsapp him. He doesnt give a straight answer, keeps saying will revert.or l will call and he doesn't call back more importantly he doesn't pay money owing.
