Robbers in secure parking area

My wife has just been attacked by two males in the so called "secure parking area" at Clearwater Mall. She parked her vehicle at the Dischem entrance and on her way back to the vehicle two male suspects was running towards her when a bystander luckily assisted. Apparently this was not the first incident and yet nothing has been done to secure the customers making use of the "secure parking area".

Should someone first get hurt before action will be taken?

We realise we stay in South Africa with abnormal criminal activity. Why should we pay for a secure area if they cannot provide it?
