"Downproof" duvet inner not down proof

About six months ago I bought a duvet inner from the Centurion mall branch. It was marked "down proof". Clearly there was some mistake, because it is not down proof. Every time we change bedding, it is feathers every where. And getting worse and worse. What is the definition of downproof?
