Refuse to give me a cash refund

So I bought my baby girl a pair of size 3 sneakers from Moda shoes. When I got home the sneakers were to big and I decided to get a smaller size. Unfortunately the sneakers start from size 3 and the other size sneakers in the shop is just as big as the one I'm returning. I was told that I cannot get a cash refund and have to take a credit note.

Why am I being forced to buy something else which I do not like?
There was no shoes in the shop that fits my daughter for the price range that I was looking for.
Please review your refund policy! This is so unfair.
