Not refunding broken goods

3 Toy Binoculars bought for boys aged 8, 8 and 11. Packed in a cardboard with plastic over. Visually appeared great. Bought at R29 each. Came home and kids opened it - all three wasn't working properly - out of focus and couldn't be adjusted. Went back to Plastics etc with the three toys, and they refused to refund or exchanged, as the packaging was "damaged" - meaning: it was opened. They reckon that I could have known the toys wouldn't work as it was only R29 each, and I should have then bought a real pear of binoculars. The owner (Pam) said that she can't do anything with them and would have to throw them away - and she's not willing to throw money away, and I should have opened only 1 to see if it worked first. Which I think is ridiculous: How am I supposed to know something isn't working if I am not allowed to open the packaging? Peep through the plastic and guess? And how do you give presents to three little boys and tell them: Don't open it, as it might be broken and then we won't get a refund or exchange?
