Cash withdrawel

On sat 15/6/13 @ 11:00 I was @ pep stores somerset west mall.after standing a 30min in line I had a purchase of R15.and I wanted to pay and also withdraw cash.the cashier (winifred) refused my transaction cos according to pep a customer must purchase for R50 before u can withdraw money. I use tills because its cheaper than to withdraw at atm.why does pep not inform clients about this before hand and why must pep decide how much u spend before u can withdraw ur own money
