Incompetent centre management

On Sunday, 02/06/2013, I took my in-laws grocery shopping at City View/Game City at approximately 11:40am.
I reversed to allow a vehicle to get out of a parking bay with no other cars in sight, also being assisted by the car guard. A Yaris, registration ND607253, rushed into the parking bay and totally refused to move after I demanded he remove himself from the bay.
This situation was aggravated by the total inability of the local car guards to assist. I then asked for management to intervene after 15/20 minutes, Mrs Rennie Naidoo appeared stating that she was not feeling well and why did we have to call her out of her office. After explaining the situation to her she was totally incompetent in handling the situation and she resolved that we remove ourselves or she would call tow trucks to remove us.
I was the only car not in a bay and the other occupants played the race card. Another parking then became available, and on principle I asked her to get the Yaris to move there. She walked away telling us to sort the situation out ourselves.
Surely centre management should employ wheel clamping systems for these types of transgressions.
What if something major happens there?
