Advertising 9 months overdue and refusing refund

I paid over R 4000 late November 2012 to Kyknet Ontbytsake for a listing on their website to advertise my small business. I sent all info they required and my ad was never prepared for publication as promised. After 8 mnths I decided I gave them enough time and enquired about it. I asked for a refund as I wanted to place ads else where. They refused a refund and bullied me into another publication a lame yearbook which will be a total waste of my hard earned money. I now finally decided to request a refund but they refuse even after I tolf them about the SA Conumer act. They do not only refuse the refund but now they send me emails saying I want a refund because my business in not doing well.! This from a television station pretending to promote small business in South Africa!!!
