PROJECTS SA - UNWILLING TO REFUND

We are approved Building Contractors on Val de Vie and were contacted by Projects SA on the 26th June, 2012 to participate in their next edition which was to be highlights on Val de Vie.
The advert was submitted and the amount of R 5, 358, 00 was paid on the 23rd August, 2012.
When we contacted Projects SA during November, 2012 to enquire what had happened about the publication, we were told that a copy would be sent to us.
In January, 2013 we were told that the Val de Vie edition was cancelled and we requested a a refund.
Numerous written and verbal requests have been made to Projects SA for the refund. Projects SA have confirmed in writing that they would refund in 30 - 60 days - BUT NO REFUND TO DATE.
